SUPER_CANNON (Go/Cannon, game type 4) should be disallowed as a starting respected game type during migration. Only SUPER_CANNON_KONA (9) and SUPER_PERMISSIONED_CANNON (5) should
be valid.
This also requires updating the devstack to use SUPER_CANNON_KONA for the proposer's DisputeGameType and the migration's StartingRespectedGameType.
