fusaka-defense: write superchain-ops task for updating the absolute prestate

This needs to be executed on Sepolia and Mainnet, each time before that L1 network activates Fusaka.

Needs to target all chains which are on permissionless fault proofs and for which we hold the keys.

Can be done before or after client software is upgraded.

@mds1 sounds like we will need an updatePrestate function on whatever OPCM we're using around that time e.g. here. Think Fusaka estimated to be live early November.

The date we have for Fusaka activation on Sepolia is 13th October. So we will want to update the prestate before then.
