Change NESTED.md and SINGLE.md to reflect two-step simulation link

Base has changed how they print simulation links:

The instructions in [NESTED.md](https://github.com/ethereum-optimism/superchain-ops/blob/c6a65044b3931e6a18b6616f6863e3d61494746b/NESTED.md?plain=1#L74) and [SINGLE.md](https://github.com/ethereum-optimism/superchain-ops/blob/c6a65044b3931e6a18b6616f6863e3d61494746b/SINGLE.md?plain=1#L57) need to be updated to accomodate this change.
