feat: enrich top 74 terms + fill all script_rules

Per Relay review:
- Added translation_context to 74 high-priority
  terms (all polysemous + top 50 by occurrence)
- Filled script_rule for all 519 terms (was 81%
  empty): 372 translate, 38 keep_latin, 11
  transliterate. Zero gaps remaining.
