Add documentation on how to create a new page

We don't document how this is done (I don't think?). Would be great to have a resource in our docs:

I suspect we should focus on markdown pages to start...

New documentation page that outlines:

• how to create a page via a new folder/file in the codebase
• structure the page should follow, e.g.

1. • Prerequisites
2. • Main content
3. • Related tutorials(we had this but don't seem to use it, might we want to after a tutorials revamp?)
4. • Related topics
5. • Further reading
6. • Sources
