pyspec ask --help and -v from the tool for each test run

I noticed there are requests for each time the test is generated. it is enough to ask 1 time at the begining

The response from --help and --version should now be cached; will verify the next time we do some t8n tooling clean-up.

@danceratopz I don't use retesteth with pyspecs anymore, but this was the issue I discovered. if we cache it now it must benefit the test generation time
