Fix Ubuntu 2025-04 "Plucky" builds

The previous release build prior to plucky's own release date failed: https://launchpad.net/~ethereum/+archive/ubuntu/ethereum/+build/30415834
It timed out on compiling the peephole optimizer, which is behaviour we witnessed before for some GCC version (@clonker probably remembers)
We should fix it by the time of our next release.

Could not reproduce with a ubuntu:plucky docker image and g++/gcc (Ubuntu 14.2.0-17ubuntu3) 14.2.0, which is the currently delivered version. Perhaps something that just fixes itself with a bit of time when the launchpad images are updated.

Probably fixed because of the merge of #15957. We should confirm, though.
