allows cmdline tests to have a directory hierarchy of 2 instead of formerly 1
only leaf directories without containing any subdirectories are considered as test directories
moves ethdebug tests into an ethdebug directory

Closing this in favor of a more thorough refactor of the (currently non-existent) hierarchy of cmdlineTests
