Remove random state test with `BLOCKHASH`

Please remove the legacy test https://github.com/ethereum/legacytests/blob/master/Constantinople/GeneralStateTests/stRandom/randomStatetest101.json because it contains the BLOCHHASH (0x40) instruction.
