Add "internal transactions" section to troubleshooting guide

What was wrong?

People want more information about internal transactions, and it's not obvious how to get it.

How can it be fixed?

Document that "internal transactions" are not visible the standard json-rpc interface. Link to StackExchange. Offer workarounds, like event filters, or using a custom node debugging technique. (plus links to geth and parity mechanisms for tracing)

using the transaction tracing functionality is the only JSON-RPC based method that I know of to do this.
