Arbitrum tx inferTypes error: priorityFee cannot be more than maxFee

### Describe the Feature

Disable '`priorityFee cannot be more than maxFee`' assertion for Arbitrum One.

In Arbitrum it's really possible when priorityFee > maxFee.
Ethers Transaction. `inferTypes()` method throws error. So tx can not be 'serialized'
