Close gaps in tests

List of gaps from the coverage report / memory.

• package name length validation edge cases (I forgot to fill in stubs)
• describe all events
• handle timestamp comparisons correctly / fetch from block (JS).
• get rid of authority mocks - hit these lines through the other contracts if possible.
