Group Packages / Flags in Admin UI (Stats + Search + Reg Edit)

There are now lots of packages and flags in the Stats and Search page. It would be helpful to add grouping instead of just sorting alphabetically.

• add grouping to configuration: keyword, translations, sort weight
• when reading configuration, ignore unknown keywords and display under "other".
• this is just a display sorting / grouping change, should not change actual functionality
