Add fees transfer to Boat/DD API

Summerboat bookings often transfer just that amount. This causes manual work, it would be better to have this functionality available via an API.

- take prices from the relevant packages, and ensure target has the packages
- create both ends of "internal" payment bookings so accounting stays correct
