UI: Grid charging enabled when selected CO₂ tariff is unavailable

Description

Ref: #25717

When a CO₂ tariff is configured but temporarily unavailable (e.g. server not reachable), evcc displays the configured static electricity price in Home Battery / Grid Charging. As a result, grid charging is evaluated as available and shown in the UI, even though the selected CO₂ tariff data is not available.

And grid charging is not working.

What is the exact problem and where is it visible in the log?

Problem: Grid charging is displayed as available in the UI - even if you only have a fixed tariff. I think it´s an UI Issue.
The problem only arises if the CO2 tariff is unavailable; then the UI switches to the fixed tariff....
Log: Not visible in log.
I suspect you can set the power charging switch to active, but it doesn't result in any action.

Personally, I would have no problem with charging via the power grid at a fixed tariff. In other words, without the detour via CO₂ tariffs. Whether this makes sense is debatable 😄
