Add the ability to set the Ranking of a claim

It would often be useful to explicitly mark a claim as Preferred or Deprecated (see, for example, everypolitician/wikidata-area#1)

I'm not sure if QuickStatements has a way of doing this we could copy, but if not, I'm sure we could come up with a suitable syntax.
