Use party for grouping as well

Problem

Factions are not very well known in every country, parties on the other hand are.

E.g. for Switzerland: http://everypolitician.org/switzerland/national-council/term-table/50.html

This overview is very bad and the abbreviations are meaningless unless you are an expert. In Switzerland factions are not really used/covered by the media, in the general public only parties are known.

Proposed Solution

Allow a user to choose if the grouping should be done by party or by faction.

Acceptance Criteria

• Allow the end user to choose between faction or parties as the group by criteria
• Define a good default grouping
• Choose title (currently "Party Groupings"), that makes clear by which criteria the grouping is made
