Extended the existing Cursor user-scope installation so one install covers the IDE and local Agent CLI.

  • Cursor Agent CLI: Added bilingual top-level Skills for plan, development, resume, and closeout requests. The CLI selects the entry when relevant, reads the installed Plugin Rule, and keeps IDE/CLI behavior evidence separate.
  • Cursor installation: The existing cursor:<language> target now installs and verifies the CLI entry, replaces stale local copies on reinstall, and keeps settings, proxy, model, account, and Cloud Agent out of scope.
