While there is a ContextQuality metric that requires a reference, a Reference-free metric is missing.

This can be useful to detect unexpected changes in generated content for which no gold standard exists, and can be used alongside other metrics such as Toxicity, Negativity etc

I have already implemented a solution for this and will be submitting a Pull Request shortly.
