Spectral Reassignment

The SpectrumAnalyzer could use spectral reassignment to get a more clear and detailed picture of time and frequency information. This will probably require work in a seperate crate, I'd love to make a dedicated "spectral-reassignment" crate or something of the sort.

The basic idea behind spectral reassignment being that, instead of a bin's center frequency, its center of gravity is found and plotted.
