Naive question about the usage of var

My question is, why not use let and const whenever applicable?

Based on package.json, engines is "node": ">= 18", which is relatively new, so to speak.

What is the actual reasoning behind the usage of var?

If we were talking about front-end, I would understand; but we are talking about the back-end implementation, thus my confusion.

Can anyone enlighten me please?

Express 4.x supported Node.js 0.10.0 and things that didn't need changes were not rewritten in Express 5.x. Such rewrite would be just a cosmetic change that touches a lot of code, but isn't really necessary.
