[JSX] Print Empty Elem - Self closing tags when elem has no children (#4037)

* Enhancement - EmptyElem JSX printer

* Space before closing tag

* Documentation regarding possible consequences for self closing tag in JSX rendering

* Add test for self-closing tag

* update changelog
