Has Finn decided to not use opacity anymore? I see that they have been turned off in Fabric's tailwind config, but can be used in Troika.

Two things to note:

It's not so much we've decided not to use it. Many things that are "off" in Fabric we feel/guess have very rare use in FINN. So something being off doesn't necessarily mean "don't do this", you just might have one of the few cases that call for it!
In general, when designing we don’t often use opacity, rather solid colours tints. One case where we have used opacity is the hover state on the favourite buttons, to help makes it visible on all types of images
