checkIdle is called on all user irrespective of JC_FIXED_UUIDS #226
Description
Even after setting JC_FIXED_UUIDS, there are checkIdle for all the users, e.g.

Should idler not poll only the users set in JC_FIXED_UUIDS and not all the users?
