generate unique host ports for each service #227
Description
when we create a service which doesn't have a host port defined; or has a host port defined which is already in use, we should globally allocate a new port number per service; so that any services can be provisioned in jube and each service is bound to a known port on each host (and the proxy server works to find them etc)
