Background / where to download this data

The mapping of buildings in France by the tax department is available in opendata.
Milesimes are available several times a year (see https://cadastre.data.gouv.fr/datasets/cadastre-etalab), but a more convenient way to retrieve data may be to take it from here : https://cadastre.data.gouv.fr/data/etalab-cadastre/latest/geojson/france/

All built for different purposes.

PCI Express is a reuse of the Cadastre, and RNB of BD Topo. RNB is still being tested, and a ref:FR:RNB tag is being considered, but that's not really the subject of this issue. Historically in France, buildings in OSM come from the Cadastre (see https://wiki.openstreetmap.org/wiki/FR:France/Cadastre).
