[py-tx] Use the new NON_MALICIOUS reaction

1. This tag needs to be considered a NEGATIVE_CLASS report, and treated the same as DISAGREE_WITH_TAGS
2. NON_MALICIOUS should be preferred to DISAGREE_WITH_TAGS for false positive reporting (though I think we removed all that code.
