Spurious double CR output on Windows

Flow's output contains a spurious second CR in its error output on Windows (i.e. instead of CRLF it emits CRCRLF). You can see an example in the supplied file. Inspect it in a hex editor. I've attached a screenshot where you can see the 0D 0D 0A.
