Bug: In Safari, typing Korean in an empty block quote removes the block quote

Steps To Reproduce

On the playground using Safari...

1. Start a block quote using > or the menu bar
2. Switch keyboard layout to Korean if not already using
3. Start typing

Note that this is only reproducible in Safari. Both Chrome and Firefox behave as expected.

The current behavior

On typing the second character a replacement occurs and the block quote formatting is removed.

It's possible to create a block quote and start typing in Korean without losing the formatting
