🌮 Feature: Draggable Individual List Items 🌮

Description

Hello, everyone.
In the Lexical Playground, the draggable block feature is great for restructuring items, but the one thing that I think could be improved in it is extending that functionality to dragging list items (<li></li>) on there own, instead of dragging the entire list.

In the image below, you can only drag the whole list which could be an unordered or ordered list in the DOM.

I propose that we implement a feature allowing the dragging of individual list items, like in Notion, PlateJS and many other text editors.

Impact

This small optimization would enable better restructuring and a better dragging experience for all users. I'm more than happy to contribute, should this be accepted. Thank you.

This repository doesn't typically use assignments for issues. There is an in-progress PR #7640 that adds this feature, but it was not linked because the template was not followed correctly.
