GitHub Action skx/github-action-publish-binaries no longer maintained

In the GitHub workflow publish-release-artifacts.yml we use skx/github-action-publish-binaries. The project behind this Action is no longer maintained, see https://github.com/skx/github-action-publish-binaries

We need a replacement.

Maybe https://github.com/actions/upload-artifact is a replacement?

I think the "modern" way is to just use the pre-installed "gh" cli:

    gh release upload "${{ github.event.release.tag_name }}" artifacts/*
