missing dependency (#251)

Summary:
Pull Request resolved: #251

with the updates I did for libraries in katran getdeps D82586799, D82858998 katran open source stopped being able to be build, I thought it was fixed last time but seems like it only build on my machine but not in the github actions, to validate it this time I generated the PR so the Github CI runs and validates that now katran is able to be build.
