Remove `CACHE` in `CMake/resolve_dependency_modules/*.cmake`

Description

We have set(CMAKE_POLICY_DEFAULT_CMP0077 NEW) in the top-level CMakeLists.txt. So we don't need to specify CACHE for FetchContent.
