[FEATURE] Add support to samplics

Samplics is a python package that implements a set of sampling techniques for complex survey designs.

Samplics is great for 'upstream' of sampling design (getting the weights ready etc.).
While balance is great 'downstream', in doing post-hoc analyses given the design weights and features collected.
However, the two packages are currently disconnected.

A wonderful contribution (to both packages), would be to understand the object structures in Samplics and balance, and making sure they are as compatible as possible.
Ideally, followed by a tutorial that can show how to do an end-to-end analysis using both.

This task, IMHO, is the most important (and non-trivial) task to do. Since it would help users of both packages to get a great e2e solution.
