Our institution is comparing and analyzing the performance of various models to select the most suitable model for the 'Public Translation Support' project. The results of the public translation support project will be provided as a free service to internal public institution users and the general public. This service is operated by the government budget and generates no revenue. Does this case fall under the scope of Non-Commercial (NC) within the CC-BY-NC 4.0 license?
