How does IndexIVFFlat create the Voronoi Regions?

I recently started looking at vector databases and had a fundamental question.

I was going through this page and was wondering how the voronoi cells are constructed in IndexIVFFlat; can someone guide me to the right resources regarding these? I wasn't able to find any in the documentation.
