GPU index build fails on ROCm: cusparse not found

Building FAISS with GPU support on ROCm fails because cusparse is NVIDIA-only. rocsparse exists but FAISS doesn't support it.

Any plans for ROCm GPU support? CPU fallback is 8x slower for my workload.

ROCm 5.7, FAISS 1.7.4
