Archiving fastMRI

As the repository is no longer active in terms of new issues or contributions, it seems it is finally time to archive this repository. This means that the repository will still be available here on GitHub, but from the Meta side we are officially no longer doing updates.

Thanks so much all who contributed to fastMRI over the years, and best of luck for all your research endeavors!
