Optuna sweeper n_jobs>1 is blocking

Hi,

When running the Optuna sweeper with say n_jobs=20, all jobs need to finish before the next batch being started. This leads to GPUs being idle (see #2257). I'm using a local Ray instance.

Is there another way to do things?
