dev-4.0-ng: Complete Picoscope trigger handling

The picoscope trigger handling needs to be completed:

• add handling for timing messages coming in via a message port (See old implementation / TODOs in the current code)
• use the timing message information for the trigger tag data, i.e.
  • trigger_name
  • trigger_time
  • trigger_offset
  • trigger_meta_information
  • context
