Key Verification incompatible with Element

Steps To Reproduce

1. Open a virgin install of FluffyChat
2. Click "Create Account" > type in home server address (enacted.org in my case) > Continue
3. Complete account setup like normal, save the recovery key of course
4. Sign in on element web on different device
5. Verify > Emojis match > Verification reports successful on both sides
6. Element web immediately complains of key sync error, and encrypted messages are unreadable.
