Support Chart.js 3.0

Now that chart.js is on beta 5 and the team says that there will be no new releases of the 2.x, it might make sense to add support for the 3.x version.

Unfortunately, it does look like there are some significant changes. Including Chart.scaleService was replaced with Chart.registry. Scale defaults are now in Chart.defaults.scales[type].

Quick question so on my x axis will change on its by default depending on the dates that are put in. Is there a way I can make the x-axes show all 24hours only.
Example:
00, 01, 02, 03, 04, 05, 06, 07, 08, 09, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24

I tried to add support for 3.0, but its still WIP and not working for now. Currently I don't have enough time to fixing it for 3.0.
