Intermittent error when deploying `fastly_ngwaf_workspace`

Can't seem to replicate issue, but happened when deploying the WAF. Will add more detail when I see it again.

Thanks for the report @ejthurgo. Can you provide us with the provider version when you are able to replicate this again?

I haven't seen this before, i'm curious if you had any remnants left over in your state file.

I stupidly just retried and it worked - So I'm guessing I lost the dodgy state.
This is all scripted and logs aren't kept either. I'll try set up some verbose logging to file in case I see it again.
