I tried installing oak versions 0.1.32-0.1.36 and got this error for each.

note: This error originates from a subprocess, and is likely not a problem with pip.I could solve the problem installing setuptools using the command line python3 -m pip install --upgrade pip setuptools wheel.
However, Chris Mungall asked to create this issue so OAK would be easier to install.
