Anaconda breakage after fedora-eln-release migration

@AdamWill has reported two issues (so far) following the changes to ELN's os-release:

1. the default package set for a BaseOS install appears to have changed from "Custom Operating System" to "Server with GUI"
2. the "Connect to Red Hat" spoke showed up

The second is definitely unwanted. The first is curious; ELN should match the default in RHEL and/or CS.

"Server with GUI" is the default package set in a C10S install, so that actually seems correct and an improvement.

"Connect to Red Hat" is definitely wrong though, not sure yet what determines that.

rhinstaller/anaconda#7029 should fix the subscription page not being skipped.
