Coastal Tool – Build System

User Story
As a developer, I want to set up the new Python Coastal Tool to run/build in the same manner that SPHERE does.

Acceptance Criteria

• Set up pyproject.toml file to use same build system as SPHERE
• Arrange files in a directory structure as appropriate for build system
• Create any necessary project, configuration, or metadata files to support builds
