[Bug]: The v13.0.1 version of the docker image runs with the v12.8.2 version of lighthouse

### What happened?

When I pull the latest version of the docker image (from hub.docker.com), it seems that the version of lighthouse is still 12.*

```shell
docker run --rm -it femtopixel/google-lighthouse:v13.0.1 /bin/bash
chrome@918e65101d68:~/reports$ lighthouse --version
12.8.2
```
