Streamline CI build and release process #12
Description
We should make it as easy as possible for users to download a otel-worker-cli release (this is not to download a Cloudflare worker) mostly for users that want to use the MCP functionality.
- Create binary on release (for Linux, MacOS, x86 and Arm)
