Smoother flow to take action when scene selection fails

When I get a scene selection that failed it's a bit cumbersome to then go adjust the year, and once #198 is implemented that will add another solid option to tweak, but one that is likely even more buried.

It'd be awesome if I could just take action from within the pop-up. I'm imagining pretty much the same pop-up:

but with two buttons below:

• Increase buffer
• Change year

These could just be single buttons that do a default action (increase buffer by 10 and go to previous year). But ideally we'd indicate that the current buffer is X, and the action would say 'Increase buffer days by (10)', and the (10) would be a drop down where they could change the value from 1 to 30. And it'd say 'change year to (2023)' and that'd be a drop down.

This should be implemented after #198, and the buffer should likely be the action we nudge people towards.

• Buffer is not supported right now in App and Api afaik, so that's a new feature. See Add 'buffer days' as option for automated scene selection #198
• Generally, the current notification control doesn't allow to add buttons. We've iterated through 3 different ways of showing notifications in the last week, none of which solved all our needs. So at this point we may need to implement our own, which a bit more work...
