Ability to upload GeoJSON

Would be great to be able to drag and drop (or have an upload button) to put up a geojson to run inference on. Especially useful for testing, to get a consistent area to test on. Will be more useful too when we can run across s2 tile boundaries - for now it should likely mostly error when the area is too large.

I agree that this would be super helpful for more experienced users who are used to geospatial viewers, such as https://www.mrlc.gov/viewer/ or https://www.planet.com/explorer/.

I think one issue here is that right now we're quite restrictive on bbox's - they have to be in a particular size range, and they have to be fully contained within one sentinel tile. So I worry a bit the experience for many people won't be great.

It'll get better when we have the ability to go across tiles and do bigger areas.

I do think in the meantime it could be nice to get in, just be sure to get nice, helpful warnings, and to try to meet the user half way.

• If the area is too big then still zoom to the center of the uploaded file and give them the bounding box.
• If the area cross a tile then display it for them and pop up that it must be in a tile (I think our UX here is different)
• If the file has more than one geometry should warn them that we only work with one geometry. Could display their first one... (Planet put a good bit of time into a solid experience here, but it'd be a good bit of work to replicate)
• If it's a point I think we should just use the default bbox size on that area. If a line we could do it on the center of the line.

I put this a bit in the future, as I think it's not so useful with our current scene selection constraints - most files you'd upload wouldn't work, unless they are small and not in any s2 scene overlaps.
